Click the "Vector->Set Scale..." menu option to see the scaling window
in WinTopo.

If your image contains its creation info, then that will be displayed
by default. You just need to choose your output units and click the
"Set Scale" button.

Sometimes an image does not contain its DPI - so if you know what
scale you scanned it at, enter it here.
Also, if what you have scanned is a map or a ground plan or some other
type of drawing which is to scale (e.g. 1:100 scale), then enter that
scale in the box.

The values that you put on the scaling window will affect the vector
file which is subsequently saved out. WinTopo will use these values
to calculate the output scaling to make the drawing come out at the
exact right size in your CAD system.

Don't forget the check the "Apply scale automatically when images are
opened" option in the scale dialog if you want WinTopo to do the
scaling automatically for each image that you open.
