WinTopo does not care what coordinate system you are using, it is irrelevant to
the conversion process. WinTopo is not involved with mapping projections.
The Georeference function is provided to allow you to specify the coordinate
'mapping' to be used to get from the raster coordinates to the vector
coordinates. What coordinate system you happen to be using is for you to specify
in the system into which you load the WinTopo output.
If your raster map is pre-georeferenced to lat/lon then you can consider the X
coordinate to to be the longitude and the Y coordinate to be the latitude.
