Not to mention plenty of tags that are either place names (so not language specific) or just plain gibberish (well, they might mean something to someone).

No; tags don't have any language information attached to them, so
there's no way to just get English tags. The geographic search might
help a bit, but there are a lot of Flickr users that don't live in
English-speaking countries who tag in English, and a significant
number of people in the US who speak other languages and do either
bilingual tagging or just non-English tagging.
Comparing the retrieved tags against an English dictionary might get
you what you want, but keep in mind that there are plenty of
non-English words that have the same spelling as English words, and
not always with the same meaning.
