To limit the accessible bounds of the map, why can't you create a
virtual bounding box of lat/longs and simply not allow the user to
request a map outside of those coordinates?
Perhaps you need to tell us more about how you are using the maps. I'm
using REST, so this is easy for me to do. If you are using some other
interface you ought to be able to hack it to disallow requests outside
your bounding box, i'd have thought.
