In layman's terms, I'd like to query to API for:

Tell me which URLs attracted the most new inlinks over the past 48 hours.

After examining the API docs, I could not find a method for doing
this. Any ideas?

You can drill down and get good data for a specific URL, but what
about fact finding for the web at large?

Thanks!
