About approaching the mobile operators... good luck :) I really don't know, I guess it's a question of how interesting your service is. I don't know of any application that made use of carrier location data so far... Google may be getting some data in some countries (rumored to at least) but who knows if that's really the case.

An incredibly useful service! We were looking for something like this
for ages.
We are in the process of deploying a multi-function LBS, which is
primarily SMS operated. Obviously, the consolidators like Clickatell
don't have access to server-based location pinging with Nokia
platforms, and mobile operators are as cooperative as Godzilla.
We are already thinking about alternative strategies, and cell ID is
one of them. FireEagle is good, but it requires internet-enabled
phones; we'd want a more low-tech approach.
There are two questions here, though:
1. Just how comprehensive your maps are? I found this:

and while the effort seems to be ongoing, it really doesn't look to
be suitable for commercial apps. Do you get yours from mobile
operators, or "reverse engineer" the lists like that one?
2. What is the proper way to approach the mobile operators? Who are
the interested parties there? What is the "carrot" we can offer them?
Is there a way to bypass them and get the cellID from elsewhere? We
have the money, the infrastructure and the technology, but no leads
in the mobile industry.
